This
project involved the complete revision of a 300-page
manual that had not been updated for over 10 years.
As a subcontractor to David Evans Associates,
Inc., Dorothy coordinated production for several
drafts of the revised manual, published in 2001,
and has since coordinated three substantial updates.
The finished product includes instructions for
complying with all federal, state, local and departmental
environmental regulations and procedures pertaining
to transportation projects, with over 100 links
to online resources. Responsibilities included
creating and maintaining consistent chapter outlines
and format, researching and writing several chapters,
editing multiple drafts, coordinating the external
review process, and helping design a training
workshop for WSDOT employees. (1999 - 2005)

For
this project, Dorothy began with a collection
of chapters drafted by several utility staff,
created a new outline, extensively edited or re-wrote
chapters, and coordinated production through several
drafts. The resulting 280- page report documents
and analyzes the watershed's natural features,
human history, and state and local policies and
programs for watershed protection. The document
is being used as the basis for recommended capital
facilities, operations and maintenance programs,
and public involvement activities. (1999 - 2000)

The
author asked for editorial help with his manuscript,
which had evolved over 13 years of his work developing
the concept of systemic management and its general
application - a radical challenge to the traditional
theory and practice of "ecosystem management."
Dorothy undertook major revisions to clarify extremely
complex concepts, presenting a new approach in
a scientifically sound way while incorporating
a worldview that extends beyond conventional science.
The book is being reviewed for publication as
a technical reference and guide for resource managers,
policy makers, and graduate students in science
and public policy. Dr. Fowler is manager of the
Systemic Management Studies Program at the U.S.
National Marine Mammal Laboratory, National Oceanic
and Atmospheric Administration, Seattle, Washington.
