Dorothy

in editing complex documents where organization
and editorial consistency are especially important.
Dorothy is particularly interested in the interplay
between the environmental, socio-economic, and
political aspects of any given issue and the long-term
and/or global implications. She is familiar with
subjects ranging from surface water and groundwater
protection, solid waste management, ecosystm management,
and environmental regulations to community mental
health, community development, project planning

Policy and Planning Documents
City of Olympia, Washington, 2008-2009. Wrote four issue papers summarizing technical feasibility studies and alternatives analysis on a proposal to remove the Capitol Lake dam and allow restoration of the Deschutes River estuary at the southern tip of Puget Sound's Budd Inlet. Issues include sediment management and impacts on fish and wildlife habitat, recreation and Budd Inlet marinas.
City of Olympia, Washington. 2008. Water System Plan. Developed document outline and standard format for each chapter; worked with chapter authors extensively re-writing and editing multiple drafts; coordinated production of public review draft with technical consultant.

reports to the legislature on SB 6063, recommending
ways to coordinate land acquisition and environmental
mitigation activities; and SHB 3110, recommending
criteria for funding flood hazard reduction projects.

Public Utilities. 1996-98 and 1988-89. Comprehensive
Solid Waste Management Plans. Copyediting and
production coordination of several drafts leading
to adopted documents. The 1998 document is online at the Seattle Public Utilities site. Also copyedited the utility's
assessment of water conservation potential.
City of Olympia. 1996-97. Well Source Protection
Plan. Completed major reorganization, writing
and editing of comprehensive draft and final plans.
Coordinated staff team responsible for preparing
two-year strategic action plan of "feasible"
projects.

of Olympia. 1998-99. Aquatic Habitat Evaluation
& Management Report. Reorganized, rewrote,
and managed production of technical paper serving
as the basis for revisions to land use and development
policy and regulations based on scientific research.
City
of Olympia. 1989-93. Assisted with administration
of stormwater drainage utility; writing grant
applications, scopes of work and interlocal agreements;
initiated Sustainable City policy framework, developed
program recommendations, prepared work programs,
wrote staff reports, and staffed regular meetings
of the interdepartmental Sustainable City Task
Force; helped initiate Global Warming Action Program,
researched and wrote detailed background report,
coordinated staff/advisory committee brainstorming
sessions, staffed interdepartmental task force,
prepared six year plan and budget recommendations.
King
County (Washington). 1987-88. Managed environmental
review of major residential/commercial development
project, coordinating interdepartmental review
by technical staff of King County, City of Bellevue
and City of Issaquah; wrote Draft Environmental
Impact Statement, supervised FEIS preparation.

City of Olympia. 2007. Olympia's Response to the Challenge of Climate Change: A Background Report and Preliminary Recommendations (Part 1 and Part 2). Conceptualizing and editing of a report that summarizes the current state of knowledge and implications for the Pacific Northwest and Olympia. Sequel to a previous report prepared for the City in 1990-91.
City of Olympia. 2007. Chambers Basin Moratorium Evaluation Report. Compiled and edited this report summarizing the stormwater utility staff's technical and policy evaluation of the interrelated groundwater and stormwater problems in a portion of Chambers Creek Basin and their implications for future land use development.

Procedures Manual. Coordinated production for
complete revision and several updates of this
300-page manual, including all federal, state,
and departmental environmental regulations and
procedures pertaining to transportation projects.
Responsibilities included creating and maintaining
consistent chapter outlines and format, researching
and writing several chapters, editing multiple
drafts, coordinating the external review process,
and helping design a training workshop for WSDOT
employees. The current vision of this document, with over 100 links to

Product Stewardship Council/Seattle Public Utilities.
2002. Working with a multi-jurisdictional committee,
edited and coordinated production of "policymakers'
bulletins" designed to alert policymakers
to the potential of product stewardship as a solution
to challenges of solid waste management. Initial
bulletin highlighted strategies for phasing out
products containing mercury.

of Bellevue, Washington. 1999. Wrote and edited
copy for a 50-page summary of a 250-page "environmental
scan" identifying trends in the city's demographics,
economy, natural environment, and land use; and
impacts of globalization, technological change,
and changes in the regional population and economy.
